editör editor Dear readers, We are together with the 78th issue of our magazine. The grain prices announced by the Turkish Grain Board (TMO) continue to be a topic of discussion. TMO has set the purchase price for 2024 at 9,250 TRY per ton for bread wheat, 10,000 TRY per ton for durum wheat, and 7,250 TRY per ton for barley. The grain support premium was announced as 1,750 TRY per ton for wheat and 750 TRY per ton for barley. After including the support premium, TMO is purchasing bread wheat at 11,000 TRY, durum wheat at 11,750 TRY, and barley at 8,000 TRY per ton. In 2023, the purchase price per ton was announced as 8,250 TRY for bread wheat, 9,000 TRY for durum wheat, and 7,000 TRY for barley. Excluding the premium, TMO’s prices increased by 12.1% for bread wheat, 11.1% for durum wheat, and 3.6% for barley. Including the premium, the increase is 18.9% for bread wheat, 17.5% for durum wheat, and 6.7% for barley. Harvesting of wheat and barley is 60% complete across Turkey. This season, around 30 million tons of wheat and barley production is expected. Wheat production is estimated to be between 19 and 21 million tons. Despite holding large stocks, TMO continues its purchases at nearly 600 locations and has so far bought over 2 million tons of product. To prevent farmers from suffering due to high stocks, industrialists are prohibited from importing wheat between June 21 and October 15. Industrialists wishing to export are obtaining wheat from the domestic market and exporting it either as processed flour or directly as wheat under the inward processing regime. This is where the industrialists’ problem begins. The announced domestic prices, while not satisfying farmers due to being below inflation, force industrialists to buy wheat from the domestic market at about $50- 60 more per ton due to the import ban and export it. Consequently, Turkey’s flour exports in June fell short of last year’s figures. Exporting industrialists claim they are sacrificing profitability to avoid losing market share. TMO, 2024 yılı için ekmeklik buğdayda ton başına 9.250 TL, makarnalık buğdayda 10.000 TL ve arpa için ton başına 7.250 TL alım fiyatı belirledi. Hububatta destekleme primi ise buğday için ton başına 1.750 TL ve arpa için 750 TL olarak duyuruldu. TMO, destekleme primi sonrası ekmeklik buğdayı 11.000 TL, makarnalık buğdayı 11.750 TL ve arpayı ise 8.000 TL fiyattan alıyor. 2023 yılında ton başına ekmeklik buğday alım fiyatı 8.250 TL, makarnalık buğday 9.000 TL ve arpa 7.000 TL olarak açıklanmıştı. TMO’nun fiyatları prim hariç ekmeklik buğdayda % 12.1, makarnalık buğdayda % 11.1 ve arpada ise % 3.6 oranında artış yapılmış oldu. Prim dahil ekmeklik buğdayda % 18.9, makarnalık buğdayda % 17.5 ve arpada ise % 6.7 oranında artış yapıldı. Türkiye genelinde buğday ve arpa hasadının yüzde 60’ı tamamlanmış durumda. Bu sezon yaklaşık 30 milyon ton buğday ve arpa üretimi bekleniyor. Buğdayda ise rekolte 19 ila 21 milyon arasında tahmin ediliyor. Ofis, elindeki büyük miktardaki stoka rağmen 600’e yakın noktada alımlarına devam ederek şu ana kadar 2 milyon tondan fazla ürün alımı yapmış. Yüksek stoktan dolayı çiftçinin mağduriyet yaşamaması için sanayicinin 21 Haziran ile 15 Ekim tarihleri arasında buğday ithalatı yapması yasaklandı. İhracat yapmak isteyen sanayiciler, iç piyasadan buğday temin ederek dahilde işleme kapsamında veya doğrudan un ve buğday ihracatı yapıyor. İşte sanayicinin sorunu da buradan başlıyor. İç piyasada açıklanan rakamlar bir taraftan enflasyonun altında kaldığı için çiftçiyi memnun etmezken diğer taraftan sanayici getirilen ithalat yasağı yüzünden iç piyasadan kilo başına yaklaşık 50-60 dolar daha pahalıya buğday alıp ihracat yapıyor. Durum böyle olunca Türkiye’nin Haziran ayı un ihracatı geçen yılın gerisinde kaldı. İhracat yapan sanayici karlılıktan fedakârlık yaparak pazar kaybetmemek adına ihracat yaptığını söylüyor.
