BBM • JULY - TEMMUZ 2024 57 GIVE SOCIAL SECURITY TO THE YOUTH In the village of Latviki in Çanakkale, there is only one person. I’m talking about Çanakkale, not Eastern Anatolia or anywhere else. So, let’s evaluate what we can do for the youth in that village. But first, let’s ensure they receive a solid education. We quickly start saying that there is no work for the youth without giving them anything first. There is plenty of work for the youth, but we are the ones lacking. First, let’s provide these young people with social security. Just as the state pays half of the premiums in agricultural insurance, let the state pay half of the premiums for insuring the youth in the village and watch what happens. Do this, and I promise you, not a single person will leave the village in two years. That’s why agriculture should be a policy above political parties. THE INHERITANCELAWCANBECHANGEDWITHADECREE Let me say something very simple again. It is impossible to make any progress in agriculture without changing the inheri- tance law. Can the inheritance law be changed? Absolutely, it can be changed instantly. If the President signs a decree today, it changes to- morrow. I’m saying this as plainly and clearly as that. In the 1940s, we had 2000-decare lands. Now, there’s not even 50 decares. There are farmers, but they don’t have certifications. We abolished agricultural vocational high schools; there are no agricultural high schools. We educate agricultural en- gineers, but they are left on their own. WE WASTE WATER, WHEAT, AND ENERGY We talk about production, we talk about efficiency, right? The world doesn’t have a problem with produc- tion. The biggest issue is with waste. It’s certain that the world wastes 30% of what it produces. In Turkey, this rate is higher, around 50%. The agricul- tural sector uses 80% of the water. If we save 25% of the water, the world would change. We waste water, we waste energy, we waste land. In other words, we waste what we produce. As long as waste is not brought to the agenda, we will always talk about production. We waste wheat. How? The grain loss of harvesters in Australia is one in a thousand. But in Turkey, the grain loss during wheat harvest by harvesters is at least 5%. So, are you producing 20 million tons? It means you are leaving 1 million tons in the field. Harvester operators are still not being trained. If certified training is given to harvester drivers, grain losses can be prevented. GENÇLERE SOSYAL GÜVENCE VERİLSİN Çanakkale’nin Latviki köyünde sadece bir kişi var. Çanakkale’yi konuşuyorum. Doğu Anadolu’yu falan konuş- muyorum. O halde gelin o köyde mevcut gençliğe neler ya- pabileceğimizi değerlendirelim. Ama önce onların eğitimini çok iyi sağlayalım. Gençlere bir şey vermeden hemen baş- lıyoruz bu gençlerde iş yok demeye. Gençlerde iş çok da bizde yok. Öncelikle bu gençleri bir sosyal güvenceye sahip yapalım? Nasıl tarım sigortalarında primin yarısını devlet ödüyorsa, köy- deki o gençleri de sigortalı yapın primin yarısını devlet ödesin. Bakın bakalım ne oluyor? Bunu yapın size söz veriyorum iki sene sonra köyden bir kişi gitmeyecek. Onun için tarım parti- ler üstü bir politikada olmalı. MİRASKANUNUBİRKARARNAME İLEDEĞİŞEBİLİR Yine çok basit bir şey söyleyeyim. Miras kanunu değişme- den tarımda bir adım atmanız mümkün değil. Miras kanunu değiştirilebilir mi peki? Kesinlikle bir anda değiştirilebilir. Hemen bugün bir Cumhurbaşkanı karar- namesi imzalansın yarın değişir. Bu kadar basit net söylüyorum. 1940’lı yıllarda bizde 2000 dö- nüm araziler varmış. Şimdi 50 dönüm yok. Çiftçi var, sertifikası yok. Tarım meslek liselerini kal- dırdık, ziraat lisesi yok. Ziraat mü- hendisini eğitiyoruz yalnız başına kalıyor. SUYU, BUĞDAYI, ENERJİYİ İSRAFEDİYORUZ Üretim diyoruz, verimlik diyo- ruz değil mi? Dünyanın üretimde bir sorunu yok. En büyük sorun israf kısmında yaşanıyor. Dünya- nın ürettiğinin yüzde 30’nu israf ettiği kesin. Türkiye’de bu oran daha fazla bu yüzde 50 civarında. Suyun yüzde 80’ini tarım sektörü kullanıyor. Suyun yüzde 25’ini tasarruf etsek, dünyanın şekli değişecek. Suyu israf ediyoruz, enerjiyi israf ediyoruz, topra- ğı israf ediyoruz. Yani biz ürettiğimiz malı israf ediyoruz. İsrafı gündeme getirmediğiniz sürece, hep üretimi konuşursunuz. Buğdayı israf ediyoruz. Nasıl mı? Avustralya’daki biçerdö- verlerin tane kaybı binde birde. Ama Türkiye’deki buğday ha- sadında biçerdöverin tane kaybı minimum yüzde 5. Yani siz 20 milyon ton üretim mi yapıyorsunuz? Yani 1 milyon tonunu tarlada bırakıyorsunuz. Halen biçerdöver operatörleri eğitil- miyor. Biçerdöver sürücülerine sertifikalı eğitim verilirse tane kayıpları engellenir.
