Electronic Warehouse Receipts (ELÜS), issued against commodities delivered to licensed warehouses, allow agricul- tural products to be traded on the Turkish Mercantile Exchange (TÜRİB) and used as collateral in financing transactions. 35,000-ton threshold for warehouses One of the most notable changes concerns storage capac- ity. Under the new framework, each warehouse located at the headquarters or branches of licensed warehouse operators handling grains, pulses and oilseeds is required to have a minimum capacity of 35,000 tons. The measure represents an important step toward encouraging larger-scale and economi- cally sustainable facilities in new investments. New standards have also been introduced for technical in- frastructure. Except for paddy rice, newly established facilities handling grain products will be required to use silo systems rather than horizontal warehouses. Operators handling grains, pulses and oilseeds will also be required to have at least 10 silos within their facility premises. These changes are expected to establish higher operational standards, particularly by improving product segregation, en- abling different qualities and grades of grain to be stored sepa- rately, and strengthening overall warehouse management. Capital requirements significantly increased Another major pillar of the new framework is strengthen- ing the financial structure of licensed warehouse operators. Minimum paid-in capital requirements for businesses handling grains, pulses and oilseeds have been revised according to their licensed capacity. Operators with capacities of up to 35,000 tons will be required to have minimum paid-in capital of TRY 20 mil- lion. The requirement rises to TRY 30 million for capacities between 35,001 and 70,000 tons and TRY 40 million for capacities between 70,001 and 110,000 tons. Hububat, baklagiller ve yağlı tohumlar için faaliyet gösteren lisanslı depo işletmelerinin merkez ve şubelerinde bulunan depoların her birinin kapasitesinin en az 35 bin ton olması öngörüldü. Böylece yeni yatırımlarda daha yüksek ölçekli ve ekonomik açıdan sürdürülebilir tesislerin teşvik edilmesi yönünde önemli bir adım atıldı. Teknik altyapı konusunda da yeni standartlar getirildi. Çeltik hariç hububat ürün grubunda faaliyet gösterecek yeni tesis- lerde yatay depo yerine silo sistemleri esas alınacak. Hubu- bat, baklagiller ve yağlı tohumlarda faaliyet gösterecek işlet- melerin tesis sahasında en az 10 silo bulunması gerekecek. Bu değişikliklerin özellikle ürünlerin ayrıştırılması, farklı ka- lite ve sınıflardaki tahılların ayrı depolanabilmesi ve operas- yonel yönetimin güçlendirilmesi açısından sektöre yeni bir standart getirmesi bekleniyor. Sermaye şartları önemli ölçüde yükseltildi Yeni dönemin bir diğer önemli başlığı ise lisanslı depo işlet- melerinin mali yapısının güçlendirilmesi. Hububat, baklagiller ve yağlı tohumlarda işletmelerin sahip olması gereken asgari ödenmiş sermaye miktarı kapasiteye göre yeniden belirlendi. 35 bin tona kadar kapasitesi bulunan işletmeler için 20 mil- yon TL, 35 bin 1-70 bin ton arasındaki işletmeler için 30 milyon TL, 70 bin 1-110 bin ton arasındaki işletmeler için ise 40 milyon TL asgari ödenmiş sermaye şartı getirildi. 110 bin tonun üzerin- deki kapasitede ise her ilave 30 bin ton için asgari sermayeye 5 milyon TL eklenecek. Yeni tutarların altında kalan mevcut işletmelere sermayele- rini mevzuata uygun hale getirebilmeleri için 31 Aralık 2028’e NEWS HABER
