BBM • JANUARY - OCAK 2026 16 NEWS HABER Speaking at the meeting titled “Risks, Industrialization and Urban Transformation in the Bread and Bakery Products Sec- tor” organized by the Istanbul Chamber of Industry, Keçeli drew attention to the sharp increase in yeast prices and em- phasized that bread producers are struggling to survive amid costs they cannot control. “Just 12–13 days ago, a 12.5-kilo- gram pack of yeast cost TRY 550; today it has risen to TRY 900. These increases are free, but bread prices are kept un- der pressure,” he said. Recalling that all major inputs used in bread production are priced under free market conditions, Keçeli stressed that limiting only bread prices through tariffs creates seri- ous imbalance in the sector. He noted that costs such as yeast, flour, energy, fuel, rent and labor continue to rise, while bakers are forced to absorb these costs within a fixed bread price. “Yeast is a strategic product. Ekmeğin girdilerinde fiyat artışlarının serbest, ancak ekmek fiyatı sabit tutulmasının büyük bir çelişki olduğunu ifade eden Keçeli, fiyat tarifesi sisteminin yeniden ele alınması gerektiğini belirtti. İstanbul Sanayi Odası tarafından düzenlenen “Ekmek ve Unlu Ma- muller Sektöründe Riskler, Sana- yileşme ve Kentsel Dönüşüm” top- lantısında konuşan Ekmek Sanayi İşverenler Sendikası Başkanı Çetin Keçeli, maya fiyatlarında yaşanan sert artışa dikkat çekerek, ekmek üreticisinin kontrol edemediği ma- liyetler karşısında ayakta kalmak- ta zorlandığını vurguladı. Keçeli, “12–13 gün önce 12,5 kiloluk maya 550 liraydı, bugün 900 liraya çıktı. Bu artışlar serbest, ekmek fiyatı ise baskı altında tutuluyor” dedi. Keçeli, ekmek üretiminde kul- lanılan ana girdilerin tamamının serbest piyasa koşullarında fiyat- landığını hatırlatarak, yalnızca ek- mek fiyatının tarifeyle sınırlandırılmasının sektörde ciddi bir dengesizlik yarattığını ifade etti. Maya, un, enerji, akaryakıt, kira ve işçilik maliyetlerinin sürekli arttığını belirten Keçeli, fırıncının bu maliyetleri sabit fiyatlı ekmeğin içine sığdırmak zorunda kaldığını söyledi. “Maya stratejik bir üründür. Üç büyük üreticinin piyasada uyguladığı fahiş fiyat artışları mutlaka denetlenmelidir. Biz bu durumu Bakanlığımıza yazılı olarak ilettik. ‘İnceleme yapılacak’ deniyor ama sahadaki gerçek değişmiyor” diyen Keçeli, bu yapının sürdürülebilir olmadığını vurguladı. FIYAT TARIFESI SISTEMI YENIDEN ELE ALINMALI Ekmek fiyatlarının tarifeyle belirlendiğini, komisyon kararla- rının ticaret odalarında oylanarak yürürlüğe girdiğini hatırlatan Keçeli, sistemin teoride doğru ancak pratikte eksik işlediğini söyledi. “Eğer ekmek fiyatı sabitlenecekse, un ve maya fiyatla- rı da belli dönemler için sabitlenmelidir. PRICE TARIFF SYSTEM MUST BE REASSESSED Noting that bread prices are determined through a tariff system approved by commissions at chambers of commerce, Keçeli said the system is sound in theory but flawed in prac- tice. “If bread prices are to be fixed, then flour and yeast prices should also be fixed for certain periods. Otherwise, bakers are condemned to operate at a loss,” he stated. Keçeli also pointed out that many bakers have exited the sector over the past 7–8 years, adding that today no one wants to open a new bakery and that concordat and bank- ruptcy cases are the result of this structural problem. “BREAD SHOULD BE REMOVED FROM POLITICAL DEBATE” Stating that constantly placing bread at the center of politi- cal debate harms the sector, Keçeli said, “Bread is a basic food produced by bakers and consumed by the public; it is not a political tool, it is a product.” He also emphasized that munici- palities seeking solutions solely by opening public bread out- lets (Halk Ekmek) is not a healthy approach. Keçeli added that lawsuits filed to annul price tariffs after they are announced increase uncertainty in the sector, noting that bread prices in Istanbul are at reasonable levels and that constant interventions undermine stability. PROPOSAL FOR SUSPENDED BREAD AND VOUCHER SYSTEM Addressing the social responsibility dimension of the issue, Keçeli said that the suspended bread (askıda ekmek) practice is widespread across Türkiye and that bakers bear the great- est burden. He suggested that, in cooperation with neighbor- hood headmen, those genuinely in need could be identified and that bread could be distributed through private bakeries at Halk Ekmek prices via a voucher system. “We are ready to put our hands under the stone to ensure that hot bread reaches the tables of the poor,” Keçeli said, call- ing on the Ministry to take the lead in this matter. STAFFING PROBLEM DEEPENING Keçeli noted that personnel costs will rise further with in- creases in the minimum wage, and said that keeping bread prices under pressure directly affects wages. “We cannot pay our employees the salaries they deserve. This is causing a se- rious labor shortage in the sector,” he said. Pointing out that the collective bargaining agreement pro- cess will conclude this year, Keçeli stressed that all costs must be reassessed in the new period, concluding his remarks with the message: “If improvement in the sector is desired, prices must be aligned with real costs.” Son 7–8 yılda çok sayıda fırıncının sektörden çekildiğine dikkat çeken Keçeli, bugün kimsenin yeni bir fırın açmak iste- mediğini, konkordato ve iflas haberlerinin bu yapısal sorunun sonucu olduğunu dile getirdi. “EKMEK SIYASET MALZEMESI OLMAKTAN ÇIKARILMALI” Keçeli, ekmeğin sürekli siyasi tartışmaların merkezine çe- kilmesinin sektöre zarar verdiğini belirterek, “Ekmek fırıncının ürettiği, halkın tükettiği temel bir gıdadır; siyasi bir araç değil, bir markadır” dedi. Belediyelerin çözümü yalnızca Halk Ekmek fırınları açmakta aramasının da sağlıklı olmadığını vurguladı. Ayrıca, fiyat tarifeleri açıklandıktan sonra açılan iptal dava- larının sektörde belirsizliği artırdığını ifade eden Keçeli, İstan- bul’daki ekmek fiyatlarının makul seviyelerde olduğunu ve sürekli müdahalelerle istikrarın bozulduğunu söyledi. ASKIDA EKMEK VE KUPON SISTEMI ÖNERISI Konuşmasında sosyal sorumluluk boyutuna da değinen Keçeli, as- kıda ekmek uygulama- sının Türkiye genelinde yaygın olduğunu ve en büyük yükü yine fırın- cıların taşıdığını belirtti. Sendika olarak muh- tarlarla iş birliği içinde gerçek ihtiyaç sahiple- rinin tespit edilmesini ve kupon sistemiyle ekmeğin Halk Ekmek fiyatlarından özel fırınlar aracılığıyla da dağıtılabi- leceğini ifade etti. “Fakirin mutfağına sı- cak ekmek girmesi için taşın altına elimizi koymaya hazırız” diyen Keçeli, bu konuda Bakanlığın öncülük etmesini istedi. PERSONEL SORUNU DERINLEŞIYOR Asgari ücret artışlarıyla birlikte personel maliyetlerinin daha da yükseleceğini belirten Keçeli, ekmek fiyatlarının baskı al- tında tutulmasının çalışan ücretlerini doğrudan etkilediğini söyledi. “Personelimize hak ettiği maaşı veremiyoruz. Bu da sektörde ciddi bir iş gücü sorununa yol açıyor” dedi. Keçeli, toplu sözleşme sürecinin bu yıl sona ereceğini ve yeni dönemde tüm maliyetlerin yeniden değerlendirilmesi ge- rektiğini vurgulayarak, “Sektörde iyileşme isteniyorsa, fiyatlar gerçek maliyetlerle uyumlu hâle getirilmelidir” mesajıyla ko- nuşmasını tamamladı.
