Following the Grain Sector Consultation Meeting, which brought together the Ministers of Agriculture and Forestry and Trade with industry representatives, it was emphasized that there are no conditions that would cause flour millers to face difficulties in securing raw materials, while the domestic supply of bread wheat flour remains sufficient and prices continue to follow a stable course.

As Türkiye approaches the end of the 2026 grain harvest season, senior government officials and leading representatives of the grain and flour industries gathered in Ankara. Hosted by the Ministry of Agriculture and Forestry at the Turkish Grain Board (TMO), the Grain Sector Consultation Meeting addressed Türkiye’s grain production outlook, harvest results, TMO’s procurement activities, domestic market balances and the sector’s expectations.

The meeting was attended by Minister of Agriculture and Forestry İbrahim Yumaklı, Minister of Trade Prof. Dr. Ömer Bolat, Deputy Ministers of Trade Mahmut Gürcan and Volkan Ağar, Deputy Minister of Agriculture and Forestry Dr. Ahmet Bağcı, TMO Chairman and General Manager Ahmet Güldal, and Director General of Food and Control Dr. Ersin Dilber.

Representing the industry were Mehmet Mesut Çakmak, President of the Turkish Flour Industrialists’ Federation (TUSAF), and members of the TUSAF Board of Directors, as well as National Grain Council President Yaşar Serpi, LİDAŞDER Chairman Serdar Genç, IAOM Eurasia President Eren Günhan Ulusoy and the heads of grain products exporters’ associations. Industry representatives shared their views, recommendations and demands, while developments in both domestic and global markets were also discussed.

Yumaklı signals a historic harvest

Minister of Agriculture and Forestry İbrahim Yumaklı said Türkiye was approaching the end of a bountiful harvest season and that the country was expecting the highest grain harvest in the history of the Republic. Yumaklı stressed that the strong production outlook, shaped by the hard work of farmers, once again demonstrated Türkiye’s production strength and self-sufficiency in strategic agricultural commodities.

Minister Yumaklı added that efforts to ensure the sustainability of agricultural production, support farmers and further strengthen food supply security would continue with determination.

Field data also support expectations for a strong harvest. Prof. Dr. Süleyman Soylu, a member of the National Grain Council’s Research and Advisory Board, said in an assessment in July that wheat production could reach 24-24.5 million tonnes, while barley production could rise to 9-10 million tonnes. Soylu said total wheat and barley production was expected to increase by at least 40 percent compared with the previous year.

Bolat: “There are no supply-related problems”

Minister of Trade Ömer Bolat also stressed at the meeting that there were no supply-related problems in agricultural products. Noting that abundant rainfall, together with the policies implemented, had contributed positively to production, Bolat said the strategic importance of agricultural production was becoming increasingly evident.

Highlighting the importance of coordination between public institutions in maintaining a healthy and balanced market structure, Bolat said the Ministry of Trade and the Ministry of Agriculture and Forestry continued to work in close coordination and emphasized the importance of industry stakeholders contributing to this collaborative approach.

TMO’s procurement and market operations reviewed

One of the key items on the meeting agenda was TMO’s grain procurement activities during the 2026 harvest season. TMO Chairman and General Manager Ahmet Güldal delivered a comprehensive presentation on the institution’s procurement activities across the country, field operations, market regulation measures and current activities.

Director General of Food and Control Dr. Ersin Dilber also briefed participants on the Ministry of Agriculture and Forestry’s regulatory and inspection activities in the food sector.

TUSAF: “We do not expect millers to face raw material supply problems”

Following the meeting, TUSAF issued a public statement saying it was closely monitoring developments in the 2026 grain harvest season based on up-to-date data obtained from production areas and the flour milling industry.

Taking into account statements by the Ministry of Agriculture and Forestry, assessments by relevant institutions and information from the field, TUSAF said the 2026 grain production season presented a strong outlook in terms of yields and overall output, sufficient to meet the industry’s requirements.

TUSAF stated that results from regions where harvesting has been completed, as well as those where harvesting is still underway, indicate that there is no cause for concern regarding Türkiye’s wheat supply.

The Federation underlined that, when TMO’s effective procurement and market regulation activities, existing stocks and the flour industry’s strong supply infrastructure are considered together, there are no conditions that would lead flour millers to experience difficulties in securing raw materials for the domestic market.

It was also emphasized that Türkiye’s wheat supply and flour production capacity are sufficient to meet domestic consumption continuously and securely.

No instability expected in flour prices

Another key issue highlighted in TUSAF’s public statement was the bread wheat flour market. The Federation said that supply in the domestic bread wheat flour market is currently sufficient and that prices are moving in a stable manner in line with market conditions.

TUSAF stressed that, under the current outlook, there is no price instability that could disrupt the balance of the flour market. The Federation therefore delivered a strong message of confidence to both the industry and the public regarding flour millers’ access to raw materials and the continuity of flour supplies to the domestic market.

Public-private sector coordination to continue

TUSAF said it would continue to work in cooperation with relevant institutions and organizations, particularly the Ministry of Trade, the Ministry of Agriculture and Forestry and TMO, in the period ahead.

Taken together, the strong production expectations for the 2026 season, TMO’s robust procurement operations and the sector’s existing supply capacity point to a secure raw material supply outlook for Türkiye’s flour milling industry as it enters the new period. Going forward, the industry will closely monitor how the strong production outlook translates into market stability, farmers’ incomes, the competitiveness of the flour milling industry and export performance.
