Legal regulation needed for flour and yeast prices, just like bread

Halil İbrahim Balcı, President of the Turkish Bakers Federation, stated that the kilogram price of bread will not exceed 75 lira nationwide. Balcı also called for flour and yeast prices to be brought under a legal framework.

Speaking at a press conference, Halil İbrahim Balcı shared with the sector the recent legislative amendment regarding the determination of bread and simit prices. Recalling that an amendment was made to Article 62 of the Law on Professional Organizations of Tradespeople and Craftsmen, which was adopted by the Grand National Assembly of Türkiye, Balcı emphasized that a new approval mechanism has been introduced for price tariffs.

Under the new regulation, bread and simit price tariffs prepared by provincial unions and reviewed by the Ministry of Trade must, following the Ministry’s favorable opinion, be resubmitted for union approval before entering into force.

Stating that bread prices have so far been determined in close coordination with the Ministry of Trade, Balcı noted that the prices of bread flour and yeast should also be placed within a legal framework. “In 2025, the increase was 25 percent. When 2024 and 2025 are evaluated together, the annual average increase stands at 37.5 percent,” Balcı said.

Despite the rise in the minimum wage, labor costs, and flour prices increasing to the range of 950–1,000 TL, Balcı underlined that no new increase in bread prices is planned as Türkiye enters 2026. Accordingly, the nationwide bread price of 75 TL per kilogram, which has been in effect since August, will be maintained. Provinces where prices are below 75 TL per kilogram and where the difference has not been reflected for the past four months will be allowed to implement this adjustment.
